Create a persisted bug signal before choosing the handling path.

Path 1 · AI fix package

Use for low/medium issues where AI can draft a patch for human review.

AI may prepare code changes and tests, but cannot deploy or change production directly.

Path 2 · Engineering escalation

Use for serious bugs, safety failures, compliance risk, or production blockers.

Engineering owns investigation, fix approval, and deployment for high-risk defects.
